The oder that comes from the trash chutes

The trash chutes tend to make the hallways smell like death on a hot day. I have yet to find a resident that's happy here, I ran into a guy yesterday in the elevator and his tap water was coming out filthy brown, he went to the office to report it but, big surprise, they were closed. After all, it is a day ending in "Y".
