Water, trash - hidden costs

Years at this apartment: 2006 - 2007
Residents are billed for water & trash from an outside company, which charges a $3 "service fee" per month.
Total bill $42 and keeps going up.
Even if you pay the bill immediately, payments take almost a month to post, so they try to charge a $5 late fee.
Consider this when shopping, since it's a required "hidden charge."
The neighboring "barrio" regularly dumps mattresses and couches here, so we're all paying to have it disposed.
