I'm so glad I found this site! I went in one day hoping that these apartments would be the one I move into. I asked about their policies, deposits etc. etc. So far so good. Everything was going great until I was touring the grounds with the manager. I saw a tenant park behind a car and honk like there was no tomorrow. The manager did nothing but continue to walk towards the apartment that I was going to view. The unit that was very close to the dumpster. I could tell by the heavy stench of rotting trash. After several minutes inside the unit I could still hear the honking. We walked out. I said "Thank You" and walked to my car. I was approached by the same man who honked his car. He told me I was lucky I was there during the day time hours. During the evening its much different. Everyone and their mothers' from East Palo Alto lives here. He has to honk his car from time to time because someone parks in his spot. Also, the excessive noise is too much to bear. He suggested to look somewhere else' I did just that!
