So I feel a little bad because so many of these reviews just trash the Regency Palms. The place has its problems (many of them), but I don't think you'll find better pricing in Huntington Beach.
By far, the worst part about the complex is the parking situation. There is never parking anywhere, and it's absolutely true that if you don't arrive home before 3 p.m. you'll be parking on the other side of the complex. In addition, when you have friends come over to your place, there's no place for them to park. I had a friend whose car was towed for parking overnight here. When he came over another time and tried to park in a nearby place, they gave him another tow notice.
The staff is okay, but again, it's absolutely true that they are condescending. I've never spoken with the manager, but the staff that assists her are just kids. They don't really help you with anything, don't really care about you, and seem overall rather weary of your presence when you come in.
The residents are actually pretty ghetto. I've seen numerous pot smokers on the grounds. Also, we had a group of college kids above us when we first moved in who made a ruckus all the time. And when they thankfully moved out, another ghetto family moved in who screamed at their kids incessantly and smoked outside on my porch. But with the rent being what it is in HB, and the fact that the Regency Palms is the most affordable, you're liable to get bad neighbors. If you're worried about that, don't move here.
Lastly, I hated that the apartments didn't have a dishwasher or washer/dryer. That was bad, but some people may be able to get used to that.
I do want to point out that the grounds themselves are very nice. The pools are clean and comfortable. And the weather is lovely. Still, it's not enough to save this apartment from a poor score. It wouldn't have my recommendation.

How can you complain about the washer/dryer when you knew that before moving in? And, any apartment living is going to be loud. I have lived in many complexes, it's the same everywhere.

It's not what pot smokers look like, it's what they smell and act like. I now live in a quiet and have lived in quiet complexes so, it's not loud everywhere. The complexes that I have lived in, that were quiet are where the management cared and were competent. For the price of Regency Palms, I can go just up the street and find better. Regency Palms is probably the worst complex on Warner Ave, there are many other, better choices. The second response above sounds like an employee of Regency Palms.
