manager going against rules of apartment

The rule for these apartments that cats are allowed, but not dogs. The manager has two dogs in the apartment. He also has an very large recreational vehicle parked in the apartment parking spaces, taking up 6 or seven parking spaces. The tenants have to find parking elsewhere. Something needs to be done.
