I looked for a long time in Laguna Hills for an apartment last year when I was relocating here from Texas. I settled on Alicia Village because it has pretty, well kept grounds, NO DOGS allowed (hooray!!) and I could get a unit on the top floor overlooking the park, away from the major streets. I do not regret my decision. I would look askance at all the bad reviews of this complex, as coming from emotional vengeance and not sane reflection. Yes, the maintenance men are not skilled craftsmen, and they can't necessarily fix every little thing perfectly. In fact, they have attempted minor fixes in my apartment several times without success until I just gave up and found ways around the flaws. But no big deal. Yes, you can hear noise from neighboring apartments when people play music loudly, or have social gatherings in their yards or on their patios; but it is not too loud, and not too often. I think it depends on where you are located in the complex; I have heard from other residents that there is too much noise. Buyer beware and be smart; look for units that are somewhat isolated and on the outside, not inside of the ring (duh). I get more noise from a house in the residential neighborhood my windows look out on than I do from any apartment neighbor. Yes, the parking is hard if you have more than one car, but you know that before you move in, so you have no grounds for complaint.
If you are quiet yourself, clean, polite, and trustworthy (read: pay your rent on time, every time), the management is very helpful and willing to assist in resolving any problems you have. The rent here is much lower than I expected to find; I got a 12 month lease for an upgraded 2 bedroom, 1 bath for just over $1400 in 2008, and I am due for renewal soon, and they are not raising the rent at all for another lease. I guess it's the recession kicking in. For that money, I have a clean, upgraded apartment with absolutely no trouble with roaches or rodents. Some spiders, yes, but that's due to shoddy construction with gaps under doors and around windows, no big deal.
The one complaint I have is not having washer/dryer hookups in the unit. There are two laundry rooms open 24 hours, but at $1.35 per wash and $1.50 per dry, they are prohibitively expensive for a family with young kids and a ton of laundry every week. I have made other arrangements for my laundry to avoid those fees. If I couldn't have done that, the washing costs might drive me out.
All in all, a great place to live; quiet, clean, walking distance to schools, direct access to a nice city park, and NO DOGS ALLOWED!! Heaven!
