I have to agree with a LOT of what has been said about this place! Don't even CONSIDER living here!!!
When Joy and Bill (and then Alex) were here, they walked around the grounds on both sides of the street twice a day! They would stop and talk to you (what a concept!!!) if they saw you on their rounds. There was never weeds growing out of the cracks in the sidewalks... for that matter there WERE NO cracks in the sidewalks! The garbage was dealt with three times a day EVERY day, even week ends and holidays. If something needed to be fixed, they would make sure it got fixed to YOUR satisfaction, not theirs.
When I first moved here, there didn't used to be people who didn't live there hanging out in the parking lot. I never found syringes or razors in the parking lot. The trees were trimmed, it looked neat and tidy ALL THE TIME. Everything changed when Joy, Bill and Alex left. Things changed even more when Ramon was transferred. People used to be screened before they moved in. I'm Canadian and had to show proof that I was legally allowed to live in the US before they would even accept our application.
These days, if you run across someone who actually lives there, good luck getting them to understand you! In the apartment next door to mine, there are SEVEN people living there! It's only two bedrooms! There are three kids, four adults and one of those adults is pregnant again. They have a cat, which I don't have a problem with, I have a cat as well. But I can smell their litter box strong and clear every time they open their patio doors because it wafts into my house!
When Joy was there, I got into "trouble" for changing a dead battery in my truck in the parking lot, reminded that it states in my lease that we weren't allowed to work on our vehicles on the premises. Now, on a warm sunny day at any given time you can find several old, decrepit vehicles in various stages of repair. You will find people working under the hoods of these decrepit automobiles, tools clanking, no one stopping these people anymore. Its evident that this happens a lot by the amount of grease laying around the parking lot.
I think the worst part, though, is what has been stated by many others. Management lies. I've taken pictures of major "infractions" happening, included them with letters, I even signed my name, apartment number and three contact phone numbers. When I went in to talk to management about it, they claim to have never recieved them. I call and leave voice mail messages, they go unanswered and unresponded. I get notices from the postal service that I have a package in the mail and it was brought to the office, so I leave work early to retrieve it before the office closes at 6, just to find out they're gone. Today we went at 5:15 and no one was around! Nor did anyone return between 5:15 and 6:00 (the stated closing time). And good luck finding anyone after 2pm on the week end!
Security is a joke. They walk right past the guys selling drugs from their car in plain view. They say nothing to the people standing there smoking pot. They say nothing to the teenagers hanging out, sitting on cars (not even THEIR CARS!!!) yelling and making a ton of noise after midnight on a week night. Security doesn't even respond when you call them to tell them that the alarm is going off in the office again and that the doors are wide open.
This used to be a very nice place to live. Its now a ghetto and I, for one, have had enough! The property is managed by Davidon Homes in Walnut Creek. Good luck getting anyone THERE to return your calls either! The sooner I can get out of there the better! Seriously consider other places before looking at Portola MEadows. I can only imagine what this place will be like in another 6 months and it ain't pretty!

I agree. They absolutely DO NOT screen before approving applications for rental or at least their standards are very low.
