When you rent an apartment in a downtown urban location, you can expect noise. I found I had to deal with more than expected. During the summer months, many drunken tenants and guests like to swim after midnight. Whatever security is present remains invisible. I could hear everything my upstairs neighbor did and I don't think he was very loud. The constuction, which is supposed to be condo quality, is very shoddy. I found more than once dog feces in my hallway. Unacceptable. My rent was raised by $75 and I decided to leave. And, the final insult was after moving out and spending the day scrubbing the apartment down, I received a mere $59 back from my $350 deposit. Wow. When I called the manager, I was told that the apartment was left dirty as told to her by one of the maintenance men. She also told me that I could continue to go up the chain of command, but everyone would support her argument. I think it is interesting that they don't do the walk through with you when you move out - maybe to rip you off in the end' If you need to live in Long Beach, save $500 and look elsewhere. This place isn't worth it.

Your experiences are identical with ours! I think it's standard operating proceedure to withhold security deposits because some people just give up fighting for their rights after awhile. Well the courthouse is right across the street, folks... Small claims is not that hard to use. If we don't get satisfaction, we'll go there to sort it out. From what I understand, courts don't take kindly to landlords' abuse.
