Good apartment, bad staff

The apartment itself wasn't terribly bad. In fact, I managed to keep it in decent condition and enjoyed it.
Keep in mind that there isn't a great amount of choice living near UCLA. Prices are high and service generally poor.
My greatest complaints regarded the manager.
His response to problems seems to be in indirect proportion to how much of an inconvenience it will be for him. Though parking spots were assigned, the manager typically refused to tow cars which occupied resident's spaces without permission. Such sympathy for towing comes at the residents expense, of course. Regarding parking, a second space was promised upon initial signing and then the manager backed out of it because he had promised too many spaces to people and decided a lottery would be a better way to distribute what he could. It took the possibility of legal action (given that a deposit had already been received for the space) to allow for our occupation of one of the staff spaces as all else was taken.
Manegerial staff showed little regard for when they barged into someone's apartment to perform maintenance checks, surprising many tenants, including myself.
Service requests typically took a week if the manager was persistantly reminded. Otherwise they could be postponed indefinetely. An example of this was an overflowing and unusable toilet in our one-bathroom apartment. Service was promised at the end of the week. Instead, we were forced to call the plumber ourselves.
The maintenance of the building itself was generally poor. The elevator often broke and the spa on the top floor overflowed constantly.
At the end of the year, expect to pay out of your security deposit expenses that should be considered normal "wear and tear" that the landlord should pay legally. For most student tenants, it isn't worth embroiling onesself in a lawsuit to recover several hundred dollars.
Lastly, I am not terribly secure about using a debit card to pay for deposits or rent. The manager accidently credited my account instead of withdrawing the money (I signed without noticing). Within a week, an examination of my account revealed that the money had been withdrawn without my knowledge or consent.
Suffice it to say that the apartment conditions were decent, but I would have appreciate better people from Wesco, the owners of the complex.
