The manager of this building is one of the most unaccountable, irresponsible people I have ever been in contact with. Not a single piece of maintenance ever gets accomplished, and he doesn't communicate or follow through under any circumstances whatsoever. I've tried to find out who his boss is and he has always refused to give out that information. Luckily he lives on the premisis and can't dodge people for too long.
