I rented at Little Tokyo before moving to the east coast and think some of the comments on this thread are way off base.
For starters, the "dangers of Skid Row" comments are totally overblown. The number of threatening -- or even mildly uncomfortable -- experiences I had while living there was a whopping zero. The rules are the same as in any community -- if you don't provoke your neighbors, they won't provoke you.
Second, I thought the diversity of Little Tokyo in particular and downtown in general lent character that can't be found elsewhere in LA. If you want strip malls where everybody looks the same, move to Westwood or the Valley; this ain't for you. But if you want to take part in the revitalization of a great urban core, then maybe it is.
Finally, there are a ton of amenities in the downtown area, and whatever isn't right there is a short drive away. Let's face it, LA is driving city; you'll spend time in your car no matter where you live.
To sum it up, I had a great experience living in the development, with all that it and downtown had to offer.
