Overall speaking... "Acceptable"

The MET is, overall speaking, an acceptable apartment, considering its location, security, quality, and convenience. It is next to I-110, 24-hour gated, on-site maintenance team, and with laundry/fitness/swimming facilities.
However, when I first moved in one year ago, I was told they would replace my stove and microwave before September. Now, it's June 2007 already, and the machines are still not changed.
Moreover, since their new leasing office manager came last December, their payment system has started to give me troubles. They would forget to deposit my checks for rent, and this manager would leave "strong" messages in my voice mail and threaten to send my records to some credit-checking institutes. It happened twice, both ended up with a younger worker at the leasing office apologizing to me on behalf of his manager.
On the other hand, there has been almost NO noise. Actually, I have never heard ANY sound from people living next door. NEVER. Very good.

I'm considering a downtown apartment. What types of amenities do you consider when shopping in this area, and what cost and size is expected, especially the Arts district? Thanks for any thoughts.
