I still have not received my deposit $835 !!!

Years at this apartment: 2005 - 2007
 
I was living here for 2 years. I left in July 2007 and went back to Europe. I still have not received my deposit $835 !!! I sent a fax to the manager - no answer. They probably think that if I am not in the US any more, they do not have to obey the law...
Does a reliable company act like this'
