I lived in the Promenade for 13 months, from 2002-2003. Our 2 bed apartment was delivered with new carpet, which gave off so many fibers that my vacuum broke. The kitchen was newly renovated, thought he refrigerator was crappy and leaked cold air.
The water and plumbing was pretty bad, and maintenance entered my unit without notifying me, and actually TOOK A POT FROM THE STOVE presumably to collect dripping water. They denied it until I asked to be reimbursed for the replacement, and showed them the lid (Yes, It's me!). My fish were sick the entire time we lived inthe building, and somehow got better after we moved out. Go figure.
The pool area is pretty nice, though they don't enforce the rules re no kids in the Jacuzzi, which make it into pee central.
We paid more to have 2 tandem parking spaces, but were lucky to get spaces (as far as possible from the stairs).
I'd have to say that the experience was so-so. The rent is below what they can charge at the Medici, but the Medeci is much nicer.
If you work downtown, and value workday convenience, then the Promenade is definitely a possibility. If you are bothered by isolation and indifference, then this is not the place for you.
