Empty Promises and Waste of Money

I am currently a resident at the Rochester Apartments at 10959 Rochester Ave. Having lived previously at the Plaza Apartments around the corner, I had hoped for a similar experience: a quiet, clean environment with quick service and attention to detail.
Upon moving into a freshly remodeled unit at the Rochester Apartments, I was told that construction would wrap up quickly and that the elevators were going to be repaired momentarily. Two months later, construction has made little progress, the unit has little insulation (I am often woken by my neighbors conversations) and the elevators are more slow than ever before.
I was told that RW Selby is utilizing ONE construction team to remodel TWO buildings, therefore strained on time and manpower. A few weeks later, I visited the office to inquire as to the early construction times (8am) on Saturday mornings. The individual filling in for our manager explained that he could not be of much assistance, but that, for people paying such high rent, one would hope that construction would be expedited and by golly, they should roll out the red carpet and do all they can to make their tenants more comfortable in such a dirty work area. As an individual working in the architecture and design industry, it frustrates me to see a project move SO slowly and cause so many disturbances.
I have also had issues with the delivery of my mail. Due to the Rochester Apartments constant construction, my mail does not get delivered on a regular basis, and, though I forwarded my mailing address officially with the United States Postal Service, I am now incurring late bills from DWP and from the hidden fees charged on TOP of the rent for trash, pests control, extra water and power usage for the entire building. With the late fee tacked on, it's an unexpected extra $60 a month on average, so plan on that on top of your usual bills.
I was very excited to move to a new building. Though expensive, I figured the extra cost and newly remodeled unit would bring me fewer headaches and more peace and quiet. I can't sleep most nights because of the rauccous college students across the street, which teh management at my own building said "was not their problem." At this point, I cannot wait to relocate. For the amount I pay for rent, it is a far cry from luxurious.
