Roaches and security deposit

My son rented this apartment 2005-2006 and what a mistake. The roaches were so bad that neither he nor his roommate could move in for over a month. The place was not clean and we had to clean over a period of three days just to make it somewhat liveable. My son became quite ill last March and his doctor said it was probably due to the roaches.
Now the management company is charging us for cleaning, etc and will not return any of the security deposit we paid. Plus, they are trying to charge an extra month's rent because they claim 30-days written notice was not given (so why did they supposedly do all that cleaning').
