Bargain Apt- Getting What You Pay For

This building is the cheapest on the block to have full kitchens and central heat and air. With that being said, you get what you are paying for. This is a fine lower-cost Hollywood apartment. Some units are nicer than others, and the building does not supply much other luxury items. The rooms are a decent size, and the closets are great. It is an older building, so depending on the unit, many of the features of the building are a little more run-down.
The elevator does frequently break, and it can be extremely annoying. If you are a disabled tenant who relies on the elevator, live on the first floor or don't live here. The landlord is a flake, but she is fair. She is usually flexible if you are a few days late paying rent, and she stays out of her tenant's business. This is not a building where the landlord is constantly bothering you. At the same time, she is rather ineffective with noise and complaints about fellow tenants. I think the problematic tenants bother her as well, but she is under pressure from the management company to keep as many units full as possible (especially with this economy).
The maintenance guy is amazing, and he is definitely the best part of the staff. I needed help hanging something up in my apartment, and he was there to volunteer his services. Great guy, and he is immediately there to fix any problems that arise. He recently moved off-site, so he's not perfect at 2 AM issues, but in the event of a genuine emergency, I think he'd come to the rescue. Deserves a raise from whatever they are paying him.
My neighbors are loud, and my floor typically smells like marijuana. It's annoying as hell, but I know it could be much worse.
Dogs aren't allowed in the building, and I don't like the policy because cats are allowed. I don't understand the difference.
The laundry situation could be better. The building needs a card machine so you don't have to track down the landlord for a laundry card. When you do buy a laundry card, you have to buy one in $20 dollar increments which stinks if you only want to do a load or two and are short on funds. That being said, the landlord is being better about sticking to her office hours, and she has even extended them to include some weekend hours. In the past if it was Thursday night and you needed a card, you weren't going to get one until Monday. Also, in the past, all office hours were during work/school hours so it was difficult to contact the landlord after hours. This seems to be improving.
The building is near a music school, and many of the tenants that attend the school are inconsiderate about practicing at home. Some are great about using practice rooms on campus, others like playing at 3 AM on a Wednesday when others have work in the morning.
Overall, the building is what you make of it. There is no pool or other luxuries, but I would like to continue living here in subsequent years. The location is amazing, and I just wish I had a slightly nicer unit. The neighbors say hello to eachother in the hallways and are generally pleasant.
Parking is fine, but there is no guest parking. It should, though, have better security in place.
