I feel ripped off

After living here a month I got a surprise bill from a 3rd party billing company called AUM. The bill was for water/sewer/trash. They were nice enough to charge me a $10 activation fee as well as a $3 admin charge. I figured I would just pay it so I go online and sure enough there is a $5 fee for paying with a credit card. I'm really having a hard time swallowing $13 in fees for a bill that is $20.
Overall I wouldn't recommend living at this place. I am paying $1600 for a 1BR here and the Jacuzzi has been broken since I've been here. The manager is nice enough, however she is only there from 10-3pm weekdays, so if I want to speak to her it has to be during work hours. She has been helpful though and addresses my concerns readily. The maintenance requests I have made have been handled as well. There is a spider problem in my apartment, however I haven't seen termites like they said. The insulation of my apartment is extremely bad and it gets quite hot in here during the day. I have to keep my AC running full blast for hours to get it below 80.
