This place has potential but is screwed up

It's a great old building but a lousy management company that can't get a grip on maintenance. For instance, the heating has been off all winter so far. I think it's finally fixed now that the weather is warming up. Do you think they offered any refund on a percentage of rent for the inconvenience' All we tenants got was sign in the hallways apologizing for the inconvenience.
The restaurant and bar on the first floor seem to have calmed down some, but there is still frequent noise issues. What sucks is the pool area and jacuzzi is closed off to tenants at 9 PM so that the crowd for the bar and restaurant can take over the area. They go out to the pool area to smoke, so not only do you get noise coming up from the pool area, but if your windows are open you get the cigarette smoke too. A restaurant is good idea, but not a bar. If they wanted that they should put it on the top floor so it doesn't create a nuisance. As far as the guy who wrote the review assailing any tenants who complain, he must be on a high floor on the other side of the building where the noise is not an issue apprently.
The neighborhood really sucks bad- it's 99.9999 percent hispanic, and what looks to me like illegal ---------- not the fun kind. It's dirty and pretty dull. But, I guess that's why the rent is lower than in other more desirable neighborhoods.
So, if you can put up with all of this, give this place a try!
