Too expensive for such an old building

I've lived in Bay Club for nearly two years. They did try to up our rent by $400 after the first year, but we talked them down to only a $200 rent raise -- still a lot, though, so we're not planning on staying after this second year. We can't afford another raise like that.
For the first year and a half, things were pretty okay. But lately, things have been falling to pieces:
1) The hot water has been going out several days a week for the past month. Sometimes it takes half an hour to get fixed, sometimes the whole day. You can't rely on there being hot water for a shower when you get up in the morning to get ready for work. Management has yet to give an explanation for this, or a timeframe when this will be truly fixed.
2) It's been raining like mad for the past few weeks, flooding the roads and the sewer system -- and the pipes in this building are hella old. When we run our dishwasher, the toilets and shower/bathtub overflow, because the influx of water is too much for the pipes.
3) This isn't a new problem, although it is getting frustrating -- there's a huge problem with silverfish in this complex. Being on the water, and everything being kind of mildewy and damp makes them really happy, and so they're all over the place in our apartment. We constantly run a dehumidifier to try and dry things out and get rid of them.
When you're paying $1700 - $2000 a month for an apartment, you expect certain things. These apartments don't have air conditioning, and everything is super cheaply put together. There's pretty much no guest parking. Noise from the street is quite loud, and never really goes away. All that combined with the recent plumming issues make it so that I would not recommend this place to others.
Oh yeah, and let me add -- a year ago, I would have recommended this place, because the office staff was really great, and they were the ones that fought to keep the rent increase down. They've all since moved on, and the new office staff isn't so great. In addition, I believe the complex has either been recently bought, or is about to be bought, because buyers have been coming through to check out the building and apartments. This may affect the complex in multiple ways, but I guess only time will tell what new owners will bring.
