Pool is absolutely filthy

Years at this apartment: 1999 - 2007
 
The pool is a filthy green soup, clumps of hair at the bottom. I once asked the pool guy why the pool is always so dirty, he said the owners don't want to pay for regular service. Also the gym has had for at least a year now 2 out of 3 broken treadmills.
