Property Management Changed with Increased Rental Fees

Originally, I liked living at the Americana since it was close to my son's school. But the original property management company stopped taking care of the place about a year ago when they started loosing money. It was obvious since they stopped painting the buildings, stopped heating the pool, never updated/renovated the gym nor tried to improve security. (My car stereo was stolen twice and my car was broken into three times...)
So recently Prometheus has taken over as the property management company and since my lease is up for renewal in June, I received a notice that rent will increase by 10% (w/in legal limits since MV has no rent control). AND they are initiatiating a utility fee for water, trash, recycling, etc. (in addition to PG&E bill we already incur).
So my new rent will be a minimum of $1540 if I take out a 12-month lease or $1640 (month-to-month) PLUS pro-rated share of water, sewer and refuse (NW&P) fees. Pretty amazing since it's a soft market and overall rents are going down.
On top of that, the new management has not improved the property much (thought it's only been a few months since the change). The place really needs painting and the gym facilities need to be remodeled. Mold is rampant outside the buildings and there is no follow-through when placing a maintenance call.
Bottom line is that renters must be proactive these days to get a fare deal. What else is new'
