Increases rent assuming you will not relocate

They increase rent assuming that you will not take the hassle to relocate. I was paying $400 more than new renters for one bedroom and they increased it again. Finally I moved out. I talked 2 times with main company and they said that they are not decreasing rents for current residents.
It is the funniest thing I ever heard or see; if you live there they charge you more than market rate and new comers, if you move out, they are trying to re-rent it for $400 less with all the paint job etc.
It is OK for me but they are also increasing rent for senior people who were moved in 1970'ies and they can not relocate.
