Should be called "Water-off At Murrieta"

I've lived here since May 2004 and my water is shut off at least a few times a week, if not every other day. If I'm not home when it is shut off, I can tell that is has been shut off because when I use the sink or shower, the pipes are filled with air and make a bunch of noise. There have been several times that I couldn't take a shower because my water had been turned off "due to an emergency." Is there an emergency every day in my building' Seems like something needs to change so this doesn't keep happening. I have lived in other complexes and my water hardly ever needed to be turned off, and when it did, we were given a warning so we were prepared for it. This is absolutely ridiculous.
The grounds also look terrible. The gardeners do not do a good job at all. There is mud everywhere from the rain. People let their dogs poop everywhere and I am always trying to avoid stepping in it. They also let their dogs run around without leashes and I have been chased and confronted by several aggressive dogs. The parking lot is poorly lit and I am afraid when I come home from work at night. People blast their music loudly and nothing is done about it. I have complained several times and we still have problems. Our dryer is ancient and our clothes come out stiff and nasty feeling. It takes hours to dry one load of laundry. Our electric stove smells terrible when the burners are turned on. We had the maintenence people replace the burners, but it still smells awful. I hardly ever cook because of it. The maintenence workers are loud and often wake us up yelling to each other and talking loudly on their radios. They also smoke outside our apartment and it comes in through the window.
The only thing I like about this place is the size of my apartment, and the floorplan. Everything else sucks and I can't wait to move.
