Over priced and getting dirty

When we first moved in things were great, but as time goes by its just getting more over croweded and noisy,trash areas not kept up well and trash diggers comming in apts late at night to dig out stuff,dog poop not being picked up by tenents,pool way over crowded,and like others have said if you happen to live in a bottom apt hope you dont have any kids on top stomping on you roof - I have also had items stolen off my patio.
We are looking for a house now-

Yeah, why would anyone want to live there if it is getting bad reviews and the present managers are not brave enough to get the job done and get on people to pick up there dog poop. Turn out notices that if anyone steals then they are evicted immediately. if you don't pick up the trash and make this an uplifting experience to live there then you need to bring the rent down and or get someone in there to do the job correctly. you are pricey. Wow.
