My roomate and I chose Hillcrest Park because with their "special" prices they were about $200/month below market rate for rent in the area and the facilities/management did not seem too bad. We also liked how the patios are large and the apartments have a cool layout. Appearances can be deceiving and you get what you pay for! After moving in we discovered a lot of problems that were not obvious from the tour. The security on site is a miserable joke and there is always someone rooting through the trash bins or loitering mysteriously around the carports. I even found a man passed out drunk/doped lying in the road that wraps around the facility next to the trash he had pulled out of the bins. The laundry facilities are unlocked, filthy and randoms frequently use them after hours. There are several apartments in which multiple families live in them like a tenament. Many people living there do not clean up their dog waste so the courtyards are littered with it and which often creates a putrid smell by your front door. The building themselves are pretty run down but always carry enough paint and polish so it is hard to notice at a glance. Management is aware of many of the problems but seem powerless or unwilling to do anything about them. Many of the office employees seem worn out by all the problems and every single person we dealt with quit within a month of our first time talking to them (not joking... the lady that showed us the apartment the first time quit, the lady that moved us in quit, and the manager that supervised both of them quit). So anyway, we moved out after two months leaving the place just about spotless and they kept half our deposit! If you move in make sure EVERYTHING even remotely damaged is documented because they WILL try to charge you for it. When the employee moving you in says "Oh no need to worry about that scratch"... seriously, worry about it. Someone I know when they found out I lived at Hillcrest Park said "Oh you live in White Watts" and I initially was offended. Now I know better. This place is a housing project in what is otherwise a decent neighborhood.

How can "randoms" use the laundry facilities after hours? It requires a card you get from the main office. Dog poop problem: You will get this wherever you go. I've seen worse.

The laundry facilities are not locked at any time and anyone can walk into the main office and get a card, there is no requirement that you are a resident to use that machine. The dog poop problem is considerably worse than any other I've seen at a half dozen other places. I think mainly it is because the residents just don't care and it is easy to get away with. Are you really trying that hard to like this place or do you work for the company? Making excuses for blatently obvious problems is simply ignorant. I have never lived at a complex where I felt as unsafe, uncomfortable and unhappy as this place.
