What am I paying for'

Skyline Hills Apartments is now called Shadow Woods Luxury Condominiums. They are selling the units now and I dont think they will be renting much longer. But until they stop, I feel like I should let everyone know about our experience.
This complex looks great on paper. Its like they have a list of what everyone could want, and they just checked off the items. They have tennis courts, a gym, spa, w/d in unit, fireplaces, balconies, etc. And its all in a quiet neighborhood. Unfortunately, Skyline doesnt live up to the hype.
My main complaint is the problem that we had with noise. The walls are very thin. At any given time I can pin point exactly where my upstairs neighbor is standing. Every step makes noise especially in the kitchen and bathroom where the floors are tiled. But I guess that happens everywhere even though we were told that it wouldnt. The real problem was when our upstairs neighbor turned her stereo on. Within our first week, she began playing it way too loud. It was loud enough that I could recognize the songs. Thats too loud. So we went to the manager (Jennifer) who seemed shocked that this would happen from such an upstanding tenant. She agreed to write her a note and go from there. Of course, nothing changed. Music still continued to blast at all hours of the night and for hours at a time on the weekends. We were then able to get someone else from management (Patsy) to call her. Again, nothing changed. We were then told by Jennifer that we had to get a third party to document the noise in order for them to take action. She told us to call Jose the maintenance man who is impossible to get ahold of. He told us to call the main number and leave a message and hed come right over. We tried that and he never came. So we went to the manager again and she told us to call security.
Heres the deal with security. They are not on site and they arent on duty until 10pm. That means that if you have a problem between 5pm and 10pm, you have to call the police or just wait. And since they arent on site, you have to call an operator who then dispatches the message to the officer on duty. Depending on where the officer is, it could take over an hour for them to get to you, which is what happened to us, twice.
So after month of struggling to correct the issue, she plays her music again after 10pm. This time we call security. The operator tells us that shell send someone out. 30 minutes later, the music is still on. By 11pm, 50 minutes after we called, security still hadnt arrived and our neighbor had turned off the music and left. We were glad that the music was off, but we missed another opportunity to document the noise. This happened twice and of course, the manager was dumbfounded as to why security couldnt make it out in a reasonable time. We tried it a third time. Again, the guard took over 30 minutes to respond, at which point he asked her to turn down her music. We found out that she said, No. I dont think its too loud. He wrote on the report that the music was noticeably loud but there was no action he could take after that so he left. UMMM. Just keep that in mind. He came out and didnt do anything except ask her to turn it off. I wonder what would happen if she was having a party up there. So yeah, security is definitely incompetent.
When the manager found out about the incident, she finally decided to take action. Mind you, the problem had gone on for 2 months already. She served her a Three Day Notice. For those that arent familiar with this, a Three Day Notice means that if the same problem occurs within the next 3 days, she gets a 30 day notice (eviction). Which means that shed have to play her music, while we were home, for long enough for us to get someone to come over to document it, within three days. Of course, it didnt happen and the notice expired. It was around this time that we found out that wed have to move out soon anyway due to the sale of the property. So we just focused on making the best of the situation for the last few months.
My next complaint is with the unit itself. Of course, we toured the unit before moving in. But theres just some things that make me feel like Im living in an overpriced apartment. Everything in the unit is cheap and low quality. Our oven mustve been at least 10 years old. It would cook about 25 degrees hotter than the actual setting. The w/d were decent, but having them so close to the living room made them very loud. We had a two bed/two bath unit and the sink fixtures in the bathrooms were different. Not a big deal but its tacky. Also some of the door handles are gold colored and some are silver. You can also tell that theyve never sanded off the original paint. They merely paint over it. This means that the doors within the unit make a loud cracking noise when they open and close. Its also unattractive. Our fireplace wouldnt close all the way and maintenance couldnt fix it. The floor in our master bathroom was poorly installed. The edges werent straight and there were holes in the corners where you could see through to the foundation. The windows and sliding doors seem to develop a black mold around the edge. Speaking of windows, some of the units have windows that overlook trees and bushes, and some overlook the parking lot. So if you open your windows, everyone can see right in. Outside, maintenance regularly leaves supplies, toilets, ovens, and anything else they are working on in plain view. I dont know about you, but I dont want to come home to seeing toilets laying around the property. They clearly havent paid much attention to detail. These things are slight annoyances that become more and more unbearable over time.
In the rainy season you will probably have an ant encounter. I came home from work one day to find a trail of ants coming out of my bathroom sink. I Raided the place and they went away. A couple weeks later, I woke to an enormous trail coming from under my front door. Management DOES offer a free extermination service. Make sure you utilize it before the problem gets out of hand.
On a brighter note, besides the one person who ruined the place for us, most of the tenants seemed very nice and easy going. We just happened to get stuck with the worst one.
Lastly, a week before our move, maintenance came by to inspect the unit. We came home and found a note on our door saying that they had entered and that we would be charged $325 from our security deposit. First of all, nobody ever asked nor did we give permission for anyone to enter the unit. They told us that they left a note on our door, but we never got it. And I checked the bushes around the front porch and didnt see it anywhere. Second, the $325 was said to include Full Clean, Carpet Clean, and Partial Paint. At this point, I could care less if I get any of the $700 deposit back, but I think its pretty messed up for them to charge us for those things. When we moved in, nothing was clean. Everything looked dingy. The carpet looks the same as it did when we moved in. And we didnt hang anything on the wall, nor did we leaves marks or scratches on it. Id rather not fight about it, but at least you know that theyll probably charge you the same when you move.
Over all, I think Skyline Hills would seem more satisfactory if it were priced about $200-$300 cheaper. Nothing is new, and nothing is high quality. The management is reluctant to do any work. Ive never seen her doing rounds or anything like that. But shell call to remind you to pay your rent first thing on the 3rd of every month. There is no security on site and it can take them up to an hour to respond. It just seems like theyve forgotten about the human element of everything. Theyve also completely missed the boat on what kind of people their tenants are. When you pay $1400 for rent, you should be able to expect high quality living. Otherwise, you could get the same thing for around $1100 and maybe lose the gym and tennis courts. Big deal. I hope this review has helped someone. You can definitely do better than this place.
