The economic troubles have hit Oakland particularly hard, and as The Uptown is on the edge of downtown and some very dangerous neighborhoods things have gotten much worse. The buildings are less than 50% occupied after being opened nearly two years, and the maintenance and security staff budgets have apparently been slashed. Buildings facing San Pablo and 19th St have to deal with ridiculous amounts of noise from traffic, impromptu car washes on the weekends, and noisy neighbors. A all-section 8 complex opened across the street a few months ago, and the police are here on a daily basis now. Many non --------American neighbors and myself have been harassed by homeless people begging outside the door and rude, racist ------ who act as if they belong in a group home for the mentally challenged.
