It's OK

Years at this apartment: 2000 - 2005
We lived at Montecito for a total of three and a half years in two different units. The first one was a 2 br. 1 ba. near the office and pool. The second was a 2 br. 2ba overlooking Via Rancho Rd. The location is perfect if you have kids as it is easy walking distance from the elementary and middle school. Beware, however, of the traffic speeding past the school crossing guard and practically mowing over the kids and parents trying to cross. There is a great park close by also.
Management is great and Manny is always quick to respond to maintenance requests. As far as the down sides: both times we moved(the first time we bought a townhouse and the second time we had sold our townhouse and moved back, in order save more money before moving out of the area), we cleaned our aprtments to be absolutely spotless, but they dinged us for ridiculous things and kept a portion of our deposit. Another complaint is that there were alot of Marines renting there and the parties were many times annoying and obnoxiously loud. While inside though, it is pretty quiet since the apartments are concrete reinforced for fire safety. Parking is terrible. We rented two garages just so we wouldn't have to worry about driving around and around at night trying to find a space. On weekends, people would end up just parking in the fire zones because there weren't any empty spaces in the whole complex.
Montecito is not bad. It isn't perfect, but it isn't easy finding a quality, safe complex in Oceanside anyway. For the most part, we were happy there.
