Ocean Breeze Village, owned by capital growth properties INC.

I had a Vehicle Removed off of this property, Vehicle was listed on the rental contract as an "authorized Vehicle".
Vehicle was removed ( according to the towing company) because of NON operation (flat tire), and also because it was against apartment rules to park car over 4 days ( No rules re: this were in the rental contract), According to CVC 22658 vehicle must be "lacking" tires, wheels, engine, or transmission to be considered Inoperational.

Currently In Law suit with Capital Growth properties INC. for breach of contract,
and Also Rancho del oro towing for illeagly towing car off private property.

MY guess ( and I have no proof) is that Rancho del oro towing gives a commision for every car Capital growth properties lets them remove.

Keep in mind that this car was parked at the end of the complex on a dirt lot. (looking in to who ownes this lot, I have heard that Capital Growth properties doesn't even own this land, which make me wonder how Capital Growth properties can even have a contract with the towing company for this area).

I had my car towed from the Village North Apts twice this year. Rancho del Oro claims since I parked in a "fire lane" they could tow my car without the mgrs or anyone elses consent. The fire lane is a red stripe that goes completely around the complex. I read the amendment to the law which protects consumers from what is called patrol towing by requiring the explicit written permission of the mgr to tow cars unless the car is parked by a fire hydrant or in a fire lane. What the City apparently did to increase revenues is make a deal with the towing company to paint all the curbs of the complex red with fire lane and no parking to justify the towing of cars without the written permission of the mgr and thus bypass the amendment to the law. I am sure the towing company has paid the city and/or apt mgrs well for this privelege which seems pretty corrupt to me.

FYI: We do not ever receive "commissions" or monies for vehicles that are towed. The only thing we get in return from the tow companies is a more controlled parking lot and the residents get a clean community that is not filled with inoperable cars that are dirty and unsafe.

I lived in these apartments for about 10 years. Last I heard, the City of Oceanside owns that dirt lot at the end. I had my car towed by Rancho Del Oro because someone had called to get it towed, supposedly because it was parked in someone elses spot. I'd just purchased this car and it was parked in MY assigned parking spot. I lived with my mother, father, and sister at the time. Obviously none of us called to have it towed. By the way this happened in the middle of the night during a heavy storm, so at first I thought it had been stolen. I called the manager at her emergency number and had her call the Rancho Del Oro towing. They never told me who had called it in and would not return my car. I had to go to somewhere in Vista to pick it up in the soaking rain. Not the best experience I had, but happy it was resolved without having to pay anything except a few hours of sleep. My lease did state that we couldn't park any non-working vehicles on property. Overall, it was a good experience.

The night I moved in my Car was towed because someone called it in, which was not obv fault. I talked to the manager at the time Golly, and she had me reimbursed and gave me a parking spot closer to my apt to resolve the parking issues. in my opinion obv does what they can to make it nice, and cant compleatly control all leasers, but why should that be thier fault. At least they attempt to right wrongs.
