Great place, BAD management

Years at this apartment: 2007 - 2008
I chose to live at Villa Camino because the neighborhood is nice, it's within walking distance of more than one shopping center. There are a ton of restaurants, grocery stores-anything you could think of really! I felt safe here-even at night. My neighbors were all very nice and there are a lot of trees and flowers. I heard birds singing every morning. Also, the walk-in closet was amazing.
However, the management was absolutely TERRIBLE! They would change the apartment rules every few months and try to impose them on people who signed leases completely nullifying the new rules. For instance, my neighbor had a dog on the upper level. He paid the pet deposit, paid the pet rent, and took the dog to the office to have it's picture taken. They knew all about it-he was completely upfront and honest about everything. Then, about 6 months into their dog ownership, there was a new rule posted-no dogs on the second floor. You can't change things like that half way through! Then, they tried to accuse me of having a dog (which I absolutely didn't-it ended up being my neighbor on the other side.) They wouldn't tell me when I had a package waiting for me. I was a good resident-I didn't make noise, I never complained, I always paid my rent on time. When I moved out, I was explaining to Jolene(the office manager-who has a terrible, terrible attitude) that I was going over to my apartment to clean it. She said to me "Oh hon, unless you make it absolutely perfect, they're going to take a little out-don't worry about cleaning it as long as there isn't any urine in the carpet or big holes in the walls." I was stressed and under pressure (I was moving 7 hours away) and decided that if this was true, I was better off just leaving and letting them "take a little out of my deposit," as she had said. My apartment was NOT that dirty-it just looked lived in. No holes in the wall, no broken screen doors-nothing. I got a bill two weeks later for $285 dollars OVER my deposit. I checked the laws on this-you are only allowed to do this if damage is above and beyond normal wear and tear, which mine was not. They also charged me for a new carpet-which they have to replace every few years anyway, and that they are not allowed to charge you for if it is due for replacement anyway. Also, they charged me for entire repainting of the walls and ceilings. I had a few pictures up in my apartment-that was it. There were a few tiny holes in the wall (thumb tack size) and absolutely nothing wrong with the ceilings.
Bottom line, they charged me to refurbish my apartment because the apartment was old, not because I messed it up. They got a free refurbishment out of me-which is not only wrong, it's illegal.
