Waiting for my deposit back!

Years at this apartment: 2002 - 2002
Management assured us that our deposit would be given back before the 21 business days that "the law allowed" because they had already rented the place and receive a deposit from the people moving in to our old place. After waiting for a month looking in the mailbox daily, I research on the internet. They management company only has three weeks to return the deposit. Not 21 business days. I am still waiting for the deposit in the mail... It has only been 6 weeks. Overall, I am very disappointed in this apartment complex.
