Threatning neighbors

Years at this apartment: 2005 - 2007
 
We have been living in this complex for about more than 2 years and never had any complains but of recent we had a confrontation with our downstairs neighbor who was very threatning abusive violent and discriminative towards us. It was downright scary and very mentally disturbing to our child.
