Very! Very! Disappointed

I am moving to the area of the Inland Empire and have spent a number of hours each day or two weeks searching for apartments on Rent.com and visiting the apartments. I have found an apartment that is very luxurious and affordable but wanted to share my experience with those who visit this site and hopefully the Management of Toscana will learn something from a prospective renters view.
I made the first call via Rent.com and spoke with a nice lady, and made me a nice and fair offer for a 2B 2B- site unscene but it was a nice beginning. Sadly, things dropped off dramatically from this first call. I scheduled an appointment and was emailed a confirmation with a rental quote and the contact name of the Manager who I was to meet.
I was on time for my appt. and was met by a young black gentleman that was truly the most ignorant, clueless person I have yet experienced. He said he wasn't aware of my appt, he told me he didn't recognize the name of the person I spoke with on the phone and he told me the Manager, whom I was told to ask for that day, was nowhere to be found. It wasn't until he let use his computer to print out the confirmation email sent to me earlier that he finally "beleived" that I even had made contact prior.
He took us on a tour and he practically no answers to our simple questions. He was unable to give straight answers or provide facts about the cost of the rent despite my email that clearly showed the amount quoted. A rather feminine gentleman that worked with him was hostile, a terse and was very unhelpful. The price of the apartments seems fair but the savings of 25-50 per month compared to others in a 15 mile radius isn't worth it.
The apartments are nice and some models very large which was very attractive to me and had the management been more polite, efficient and organzised I might have rented. A renter signs a 12 month lease and that 12 months is either going to be heaven or hell and so you need to be very particular. It is a renters market right now, and will get better in the next several months as more apts are built in the Inland Empire and North Hollywood. Don't settle for less as the prices are within 50-100 more or less. And with the specials being offered (typically 4-6 weeks free and sometimes an additional move-in discount) the prices are almost identical. Tuscana Apts. were nice but over the past few years have declined in quality and Management not to mention the reviews left at this and other sites show that there is a lower class of renters.
