Over priced and getting worse

Years at this apartment: 2004 - 2007
I moved into this apartment in fall 2004 and will be leaving this summer (2007). I'm moving out of town, but even if I were staying in Riverside, I'd not rent here again. Too many things have been let go in the past couple years.
When I moved here, the office staff was friendly, the other tenants were considerate, and dogs were not allowed. In the 2 1/2 years that I've resided here, the complex has had at least three different managers and more other office staff than I can count. I never know who to expect in the offices, and the staff often acts like it's a chore to do soemthing as simple as get a package that was delivered while I was away. The office's hours change randomly, often on short notice.
The water has been turned off for repair at least six times since last summer, many times without warning. The complex started admitting dogs of all sizes and noise levels last year. Some people here now have three, small yappy dogs. There is a guy with an annoyingly loud chopper (motorcycle) downstairs, who rides around and around the parking lot revving the motor. There are many people who fix broken-down cars and sit in lawn chairs in front of their garages in the early hours of the morning. The walls here are *very* thin--thinner than any apartment I've ever rented before this. My garage is so narrow, that I can't even get out of my car once I pull into it, so I have to park in the lot instead.
The amenities of the grounds (landscaping, etc.) look nice, but the apartments offer only dishwashers and ceiling fans, not nearly enough for the ever-increasing rental prices and the rude, trashy people with dogs moving in lately.
