Worst in my 4 apartment experience

Years at this apartment: 2005 - 2006
 
The water can stop without notice. Got frozen once in shower.
Manager just receives rental, nothing else and treat tenant as opponent.
Noise is out of control. Often hear drunk noise and car rock-n-roll pumping in midnight.
