Mouse infested/landlord unwilling to comply with legal requirements

They have mice. Found some about 2 days after moving into the apartment. Caught 14 in the apartment in 10 days with sticky traps, still had mouse feces in pots and pans. Management/owner uncooperative, despite CA landlord/tenant laws. Signed a new lease, dropped off a copy of court paperwork, and then they finally called to reimburse me for rent and moving expenses. It took 1 month of actions against them (including complaints to health dept, calls from my legal representative, and numerous letters and visits from me). During this month, the management told me "I have a mouse in my garage, it isn't that bad" (our mice were in our food, kitchen, even our beds), and "Your situation is not my priority, I have to plan the holiday party". (I lived here over a year in a 1 bedroom before this.) I also had a meeting to discuss damages after I reported them to the health dept and had legal representation contact them, and both management and owner did not show up (management neglected to tell owner, and "completely forgot")
