One tenant BULLIES all other tenants

Years at this apartment: 2000 - 2004
 
Everyone is moving out and it is no secret as to why. One tenant harrasses little children, physically handicapped residents and elderly. This tenant peeks in windows at night and has been know to walk small children at all hours of the evening (1am - 3am). All other tenants are in fear and now avoid the pool area which was the only saving grace at this campus.
