Rodent Infested Apartment Complex & Exessively Loud Neighbors

This apartment complex is infested with rodents (rats) that reside in the attic and walls of the respective apartments, float dead in the swimming pool, or roam the premise otherwise. Also, Adagio's pest control does not have a handle on spiders either, as I have to clear my apartment two to three times a week of invading spiders. The scratching and thumping noises caused by the rodents living in the walls and ceiling may be livable with, especially if the rodents do not break through the walls, as it happened to another tenant who used to live here. A rodent broke through the wall under that tenant's bathroom cabinet sink.
That said, unruly neighbors are the bigger nuisance, as Adagio Apartments is supportive of tenants who play their music any time of the day or night, and slam their doors and cabinet doors between 12:00 AM and 3:00 AM any night of the week, as "they are nocturnal." There is certainly nothing wrong with being "nocturnal," but it is unreasonable that Adagio Apartment expects neighbors impacted by this inconsiderate behavior not to complain about the interference with the quiet enjoyment of their apartments.
It does not matter that Adagio Apartments poor choice of tenants and non-enforcement of rules are the cause for your sleepless nights and for excessively loud music penetrating your living space. Throughout my 14-month stay at Adagio Apartments, I complained five times about my loud neighbors to which Adagio Apartments responded only twice in writing. In the second response, which came from Woodmont, the Sacramento regional property manager stated that any future noise complaints from me about the particular loud neighbor will no longer be responded to. I attached a copy of Woodmont's correspondence, but the picture is too small to deceipher the text.
Please be aware that rules are not enforced, and if you complain "too much," no matter how legitimate and reasonable your complaint is, Adagio Apartments and Woodmont will encourage you to leave because they view your complaints, not the loud neighbors, as the true nuisance. I attached a copy of Woodmont's correspondence, but the picture is too small to deceipher the text.
Depending on your view, all of this can be seen as a bargain. If you have a half-full glass view, you will recognize the five services that Adagio Apartment can provide you with for the monthly price ranging from $1,200.00 to $1,400.00. They are as follows:
1. a roof over your head,
2. visits (audible only) from your noisy neighbors at any time of day or night (the quality of your sleep will suffer, but you will never feel alone again),
3. free and loud music (that is a saving on your electricity bill),
4. free pets that you do not have to care for, as long as they do not break through your wall, and
5. natural and pesticide-free pest control for your apartment - spiders catching all the flies, mosquitoes, and other types of bugs.
Keep in mind though that you might be able to get all these extras cheaper somewhere else if you shop around.
