Wow - it sounds like this place has gone downhill. I worked there about 10 years ago and lived on-site. It was a nice community with ethical management. Has the management company changed' I can't see Ray Stone allowing this type of management style. For those of you there, keep documentation of work orders, issues, etc. Take pictures of your unit before and after you move and be sure to be present at the move-in and move-out inspection. I'm sorry to hear it isn't the place I remember.
