I have lived here for almost a year and plan on moving out. I am not a fan of this place and let me explain. The parking, this is my major complaint: 1) you have to pay for parking. This does not guarantee you a spot. Here is why, across from street is the John E. Moss Federal building. The owners of Capitol Towers allows them, without caring about their tenants, to purchase the parking lot passes enabling them to park there. So you may come home during the week days during work hours for lunch, a nap, or simply because you have the rest of the day off and 70% of the time the lot will be full due to the workers from across the street. This is not a conspiracy either, I've spoken to the parking attendents and was told this and have seen people wait in their cars for up to 30 minutes until a spot opens to only take it and then walk across the street. Capitol Towers just wants the extra money. And if you don't buy a pass you can get your car booted which will cost you $150. And don't bother trying to park on the street because those spaces will already be taken. The parking here is a complete and utter rip off. You cannot find parking. Me and a few others have complained about this cause and they do not care, it's extra money.
Besides the parking issue, next come the carpet. The carpet is cheap. I take great care of my carpet, no shoes or spills or anything and yet there are stains all over. The carpet is cheap. I cannot wait to see what I am going to be charged once I move out because the carpet is so cheap.
The insulation is horrid also. Of all the apartments I have lived in this is the worst when it comes to insulation. During the summer it is tooo hot and during the winter really cold. If a place is going to have a set of three sliding glass doors then it should be of good quality since there is less protection from the weather. trust me, you will use the heater and a/c more than most places.
The apartments are really small for the cost. The master bedroom is not a master bedroom at all. The kitchen is a nice size. The living room, which is where the table will have to be, is too small for the cost.
During the weekdays don't plan on doing work or studying because it is noisy. There is construction right now a couple blocks down but besides the construction there is constant loud noises from the garden crew. Weed blowers for a couple hours and just other noises that occur. If you are a college student I recommend not studying at this place, go to your campus even if it is annoying that you have to.
This place does have great amentities offered but for all the trouble I have had to go through it is not worth it. This place needs to expand it's parking and cut down on the loud noises throughout the day for those that have a day off and want to relax. They should also upgrade the carpet so others will not be screwed once they move out.
I really do not recommend living here. It is a hassle. I've heard stories about how the owners just want your money. Granted, it is a business but it should be a better business for the amount of money you have to pay to live in this place. It is not worth it.

I have lived here for three years. Yes the leaf blowers can be a little nerve racking at times but it is much needed. There are so many tree's. This time of year the leaves are always everywhere. So that could be why they need to blow the grounds more frequently. The parking crew are only allowed to sell a certain amount of parking tickets. This is because they have to leave a certain amount for the residents here. I have never had issue's with finding a spot on any of the lots except for the front one... I think that is because that parking is used for the retail shops and leasing office. It sounds like your gripe is with the parking and not with the property. This is something I think you will find anywhere that you move to downtown..

Wow! I read a lot of complaints about the noise...hum lets think about this for a minute....YOU LIVE IN THE CITY!
Most places to rent downtown don't offer any parking at all! Again, about the noise it is the city! The Villas are really cool too.
The prices are a little bit higher but, there is the pool, hut tub. work out room. business center, free movie rentals.....and so on....Where can you find something like that in the city? MOVE TO FOLSOM! cry baby.

It seems like someone needs a nap. Noise is not really an issue except when they are doing the landscaping. Maybe they should stop mowing the lawns to make you happy. Parking is not really an issue. I get off work at 1:30 and there is always plenty of parking. Maybe they should have a spot roped off for you with falshing lights; becuase you obviously can't see and have special needs (mental).

I agree regarding the insulation and carpeting comments. This is absolutely true. I have not had any problems though with parking but there have been times when I do get the last parking space.

It’s quite obvious that the apartment managers that many tenants are complaining about are here writing rebuttals to most of the legitimately unhappy reviews. Not being able to let their property and service be fairly graded by the tenants that live here represents a huge loss of credibility for the management, and it will make anyone who reads this webpage very unlikely to rent here. Apparently they’re too unprofessional to realize that. Are they really so stupid as to think that they are fooling anyone? Credibility is not a game, losing it means losing customers forever. I guess they think they don’t need anymore customers.
