I've been here since August 2008, and so far the experience has been pretty good (it could be worse).
GROUNDS: The grounds are beautiful! There is a waterway which runs through the entire complex, and the ducks are adorable to watch. They do poop on the walkways, but I see maintenance out there every morning hosing it off, so it's not an issue.
MANAGEMENT: Management is always very helpful and polite (except for the tall blonde).
PRICE: A little expensive in my opinion ($900/mo for 1 bd) considering the condition of my apartment when I moved in and the condition of the buildings (which they are in the process of renovating)
CONDITION OF APT: The carpet in my apartment should've been replaced before I moved in... they cleaned it but within 3 weeks ALL the stains had resurfaced. They were pretty cheap about that.
The bathroom is my biggest complaint, it was definitely not in the best condition when I moved in... the paint on the walls has so many layers on it that it's chipping away, the grout between the tiles in the shower is dirty and yellow and of course it won't come off! Shower doors are completely stained with soap scum. The linoleum floor is gross... and there is some mold...the bathroom is a distaster and things should've been cleaned better or replaced.
My dishwasher is so old and loud, one cycle takes forever and doesn't get my dishes clean at all, so I wash dishes by hand which kind of sucks.
CONDITION OF BUILDINGS: The updated buildings are georgeous (new siding, windows, porch lights on the balconies, W/D in unit, new stair railings). But the older buildings are literally rotting away. I think rent increases $100 month for the newer buildings (not positive on that though). But eventually, all buildings will be updated.
I live in one of the older buildings and the walls are so thin it is ridiculous! Insulation is terrible and the windows are old and crappy.
PETS: So many people do not pick up after their dogs, which makes all of us pet owners look bad. Some people just don't care. *** And that 25lb rule isn't even enforced because I have seen many dogs that WELL exceed that limit.
PARKING: Management is proud to point out that the complex is a "gated community". Don't get too excited, because half the time the gate is broken and wide open, and ANYONE can walk in. Carport parking is $15/mo, and a covered garage within the parking lot is around $24/mo. If you don't have assigned parking it is hard to find a parking spot at night because there are more tenants than spaces, and you might be parking on the street which has a lot of car break-ins. ** And don't even bother trying to park on the street during the fair at Cal Expo.
Overall, I'd recommend the Fountains. There are places A LOT worse than here. It's just expensive, and you don't really get your money's worth. But when the renovations are done, it will look so much better.
