Yes, Harbor Oaks is pricey...but as someone else has said already, you get what you pay for...and I certain appreciate the beautiful landscaping that calms me every day, the nice management who honestly do try to be accomodating, and the apartment itself, which is the nicest of dozens that I toured when moving to Sacramento recently.
I've been here for 7 months now and am arranging to remain and upgrade to a larger apartment now that I know this is a place that I enjoy and where I can invite friends and family to visit without worry of crazy kids riding around, embarassing neighbors, and vehicile theft/burglary as I've heard about from so many co-workers who are at other apartments in and around Sacramento/Natomas.

Well tell me, how is the color palette there? I'm moving from northern Idaho and management won't tell me the stats citing something about housing discrimination rules, but I don't want them to discriminate against me I just want a place I'll be comfortable with.
