Management mistakes

The management/office employees here are so irresponsible. Someone called in a repair request for their garbage disposal and gave the maintenance permission to enter their apartment (without the owner being present) and the woman who took the repair request wrote the WRONG apartment number down. My apartment number and not the one who made the request.
I left on a Thursday night to visit my hometown and didn't come back until Sunday night. Imagine my shock to find out a stranger was in my apartment for an unknown period of time. Personally I find this an unsafe practice. I do not know these repair people. I am a female who lives alone. Now I am constantly paranoid the same mistake will happen again.
What I was more concerned of is that the maintenance people usually leave the doors open when they are doing repairs as they are in the apartment. Anyone could have walked in pretending they were the rightful resident and then have access to my apartment. It is not like the maintenance people have each and every resident memorized. They wouldn't have known who really lived in the place.
But yes, I did bring this up with the office, the woman admitted she was the one who wrote the request and that it was a "mistake" and kind of acted all whatever about it. Who cares that it was a mistake. It is still entering without permission since I never put in any kind of request. It's not appreciated in my books. I didn't bring anymore issues up to the office since I did not find anything missing. Thank God.
This review is just to let new comers know if you do choose to live here, expect "mistakes" from the office.
When I first signed my lease --- had told me that no one would have access to my apartment without my permission or in the case of emergencies (I think like fire). With this kind of mistake, I feel that those statements are no longer true.
Oh ya, since I am here might as well complain about other residents being unable to keep their tiny dogs on leashes. I've been chased TWICE by two different dogs. Tiny little yappers. Scared the living daylights out of me since I personally hate dogs. The first time, the dog had no leash. The second time, the dog pulled so hard, it come off/out of the leash and continued to chase me. No injuries to me because the first time I was wearing boots, the dog couldn't bite me. The second time the owner caught up with the dog and picked it up to take back inside her apartment.
