Years at this apartment: 2002 - 2003
Lived at McKenzie for 6 months after the second phase of construction was completed. Promises of plenty of amenities and services made me make the misstake of signing up for a lease of $1,410 per month for a 2 bedroom apartment.
Most of these services were never realized (see previous reviewer's notes). The security company hired (then discharged with no notice to tenants after a few months) are Sacramento's cheapest with an extremely bad reputuation. A neighbors expensive rims were stolen overnight and they came out in the morning to find their full-size SUV up on blocks.
Build quality of apartments is very poor, walls are uneven and dented, floor padding is bumpy and in some spots missing, vinyl floors are creacked an/or coming loose. We found two empty beer cans in the apartment upon moving in. And this was a BRAND NEW apartment! The plumbing is sub-standard and makes noise whenever you run the water. We could not use our master bathroom for a week because of a leak down to apartments below. The problem was fixed in 2 days but management neglected to inform us that we could again use our bathroom. They allow you to select some interior colors when you sign the lease, though they told us on move-in that half of the walls we had selected could not be painted. We made the painters come back 3 (THREE) times and the work was still shoddy. Plus they did not bother to mask or use drop-cloths and managed to stain our furniture and linnen.
Paint used on builtin furniture (shelves, ledges) are of the wrong type and will stain and/or peel if you put anything on it.
The management/maintenance personell also do not respect whether they have the right to entry or not and will come in whenever they feel like it even if you tell them they can only come in when you are there.
Rent amount is simply outrageous, plus they tack on all these extra fees. Pet-deposit AND pet-rent, you pay for water, sewer, and garbage (the apartments bill you for it and they charge way too much, the amount they charge is higher than a house in the same area).
By the way, to the previous reviewer and other who are still living at McKenzie, you are aware that the management broke the lease agreements for everybody when they changed (10 folded) the amount billed for water, sewer, and trash without any notice to tenants. The lease contract states very clearly that they have to give > 30 days notice for such a change. It also states very clearly that the water and sewer is to be billed by sub-metering only. The scheme they changed their billing to (with base-fees, sub-metering, AND pricing based on average use of whole complex) is the first paragraph on the lease (which was NOT the option checked when the lease was signed).
They broke the lease contract so if you want to, take your chance and get out!

The manager BABE MOONEY, is an INCOMPETENT JERK. She will smile and tell you one thing to your face and next day send you a bill (contrary to what you had agreed on) in the mail. She is trying to blame the whole water-bill debacle on a misstake made by the billing company they use to bill tenants even though she completely changed the way tenants were billed to a format that directly violates the lease contract. The bill went from $8 a month to $70 a month and Babe will not admit that anything at all on the bill has changed. Talking to her is trying to explain something to a stubborn child that refuse to hear what they don't want to hear.
When asked for contact information for her manager at Trammell Crow Residential she plays dumd and says repetedly that she is the manager and she does not have a superior and refuse to give you the information.
