Look everywhere- you'll find the same thing

The fact of the matter is, if you are going to rent an apartment, you are going to go through shotty appliances and bad leasing staff. You're going to have your car broken into AT LEAST once - by the way, YOU LIVE IN SACRAMENTO!!! One of the highest crime rates in California!!! I used to be a leasing consultant and my advice is: make them give you a copy of EVERYTHING in your file (they have to, if you ask) and rent cheap while you can spend your money on fun stuff. Eventually you'll buy a house, and for the people you are living in apartments for over even five years: you're wasting your money, you could've spent about $400 more a month and bought a house, instead of bringing on the things that you complain about. Another piece of advice: READ EVERYTHING!!! every word of your lease and every memorandum! don't let them push you around and take YOUR time-you're the one paying rent! i've been sheisted over by the same company that I worked for!!! Basically, the apartments are cheap and the people who complain about them are right: you get what you pay for - but you're the one who CHOSE to live in apartments (not to mention in Sacramento, CA) Good Luck!
