Reasons why I am moving out:
(1) Threatened with bodily harm by another resident
(2) Bikes (that were locked together) were stolen off patio with the porch light on and me home the weekend before Thanksgiving - talk about scared!
(3) Neighbor above me had vehicle broken into three times over the summer
(4) Three home invasions/molestations occurred during the summer at various units on my side of the complex
(5) Background checks and credit checks don't appear to be getting done - there are a lot of evictions and plain rude, crude, and undignified persons being allowed in to the complex
(6) Homeless persons from Discovery Park sift through the trash in the nearby dumpsters in the early morning and are the likely cuplrits of the bike theft
(7) Gates to the "gated community" are not kept shut after office hours consistently - pedestrian gates are often left open
(8) Sac City crime stats show several burglaries and violent crimes reported over the last year in the complex and Natomas Business Center area
(9) Lawn maintenance blows leaves and other debris onto cars parked under the parking shelters
(10) Lawn maintenance blows leaves onto patio
(11) Mold around the window seals is hard to keep under control with poor ventilation for the bathroom during winter months
(12) 3 of the 8 residents I've been able to observe since I moved in Feb 06 have been evicted
(13) Inconsistent implementation of "fire code" policies when it comes to storage of items under stair wells, across from entry ways, and on balconies as well as electric holiday decorations
(14) Inconsiderate persons dropping their trash on the lawns and sidewalks
(15) Not all dryers in the laundry facility I use have worked - you have to "learn" which ones not to use that don't dry your clothes
(16) Reported my previous neighbor for child abuse to CPS
(17) Complex manager does not respond back to voicemails left on answering machine - any action requires a face to face conversation for something to happen
(18) Always ask for a signed writeup of any conversation you have with apartment management and a copy of your lease if you extend your time there - trust me, you will need it later when you get a letter in the mail that contradicts your conversation and resolution over an issue
(19) Office staff turnover is high - this applies to why you need things in writing as I mentioned above
(20) Neighbors have difficulty parking straight in tight spaces leaving sometimes little room to park your own vehicle in your assigned spot
(21) Overall, I am concerned for my safety and health living here and there is nothing that the complex can do to keep me renting there
On a positive note, maintenance has been very responsive in my requests for repairs and it's relatively cheap rent. (Remember, you get what you pay for.) I have to say though that other issues needing resolution through the administrative staff is slower than mollasses or doesn't happen at all.
Recommendations: Take a look, maybe raise rent a bit, and clean it up.

I lived at a River Terrace for 3 yrs. It is all true -even the homeless people problem. I tell you it is the homeless people doing some of the robberies. My door was kickedmin and my husband broke his hand fighting off a homeless guy who wanted to steal our XBOX. The guy was arrested and prosecuted and a fews days later was out of jail. The neighbor behind us has his Play Station stolen 1 week later. Probably not a coincedence! Straight up truth is -IF YOU DON'T LIVE THERE or ARE NOT VISTITING A RESIDENT -YOU GOT NO BUSINESS ON THE GROUNDS!!! Trash picker or not. If you lived in a house it would be OK for a homeless guy to walk behind your house and start going threw your trash bins? Probably NOT! Again no security walking around getting to know people and getting rid of those looking for an opportunity. Easy problem to fix if MGT wanted to.

It is difficult to dispute anything that the writer says. It all seems to come from personal observations or experiences and, for the most part, is consistent with my own observations. However, I would like to take exception to placing the blame for the bike thefts on homeless people from Discovery Park. My experience with this people have always been cordial, polite and non threatening. My bike was stolen off of my back patio and I caught the the theft in progress (Thanks to a neighbor kid who came up to me and told me that the thief was on my patio.) The thief was not a homeless guy but some lowlife boyfriend of one of my tweeker neighbors.
Basically, I agree with most of the writer's observations. However, the folks from Discovery Park were some of my better neighbors.

Yeah yeah I agree, but this is the ghetto now... I was born and raised here. Stop complaining to other people, and start taking action to the government. As a leader.

I had all those same problems that you had rran85. I moved into the complex Feb 2007 and I was able to break my lease without any consequences in July 2007. It was the worst place I have ever lived.
