The management subjectively enforces the rules that all the tenants are required to agree to. Second story potted plants sit on the balcony edge where they can be bumped off, storing vehicles that don't move for months at a time in a parking lot too small for the population. Other problems include providing recycle containers that are infrequently emptied, sidewalks that flood and become impassable when heavy rain falls, noisy plumbing from adjoining units. And the discovery that sewer, water, and water heater expenses are an additional expess after moving in.
