Lovely apartment community on the way down...

Years at this apartment: 1997 - 2005
 
Under new managers. From beautiful to unkept. 20% evictions since new managers in first 90 days. From free parking to $100 in uncovered parking area. Increase in rent over Sec. 8 freeze amount. Pay or leave. 3 day notices have become common at the whim of the new manager.
