If you want to avoid noise, I would recommend a unit in the back (even though these are close to the freeway). I am near the main entrance and hear loud stereos, people in the parking lot, the squeaky gate, cars going over the speed bumps and a multitude of other noises. I've had some great neighbors and some noisy neighbors. The apartments and grounds look great inside and out, and are built fairly well, although I have had problems with my water heater and the stove doesn't fit in the kitchen (it bumps into the drawers). Some of the office staff is nice, some is not. They are not usually that quick to respond to requests, especially if you try to e-mail work requests or leave phone messages. I highly doubt that you're going to find any apartment that is "safe" in San Bernardino. I have had my car tampered with, and I know there have been apartments that were broken into while the people were home! Lock your doors!
